Assistant City Manager Shirley Jaster released a lien against the property at 2605 Kennedy Lane, known as Forest Point Apartment Homes Thursday afternoon, March 31, 2016 after the City received full payment for a statutory lien filed two days earlier in the amount of $37,811.09 for unpaid municipal utility services, including water and sewer service.

According to a press release issued by the City of Texarkana, Texas, the former customer at this property had short-paid the monthly bill for water and sewer services for bills issued after January 6, 2015, when the account balance was $0.00, leaving an account balance in arrears of $37,811.09 as of March 23, 2016. On Monday, March 28, 2016 the Texarkana Texas City Council voted unanimously to impose a statutory lien on the property to collect the debt owed.  The lien, authorized by Texas Local Government Code Section 552.0025, was filed the next day, Tuesday, March 29, 2016.

The City received information that Forest Point Apartment Homes was purchased today by C&W Texarkana Apartments, LLC.  The title company handling the purchase transaction gave the City notice that a check had been prepared as part of the closing process to pay in full the statutory lien. Assistant City Manager Jaster signed and presented to the title company a lien release as a prerequisite to receiving the title company's check.
