The Texarkana Arkansas Police Department is pleased to announce the recent promotion of three officers, according to a press release.

Lieutenant Todd Harness has been promoted to the rank of Captain. Captain Harness began his law enforcement career with the Texarkana Arkansas Police Department in September of 1995. Prior to TAPD Cpt. Harness served as a deputy for Bowie County Sheriff’s Office and served in the United States Air Force.

During his years in Law Enforcement Captain Harness has held assignments as supervisor in Patrol Division, Services Division, and is currently serving as the Central Records and Communications Commander.

Captain Harness has served as an Accident Reconstruction Investigator, Drug Recognition Expert, a member of the Awards Committee, Honor Guard, and a Master Field Training Officer.

Captain Harness holds a Senior Certificate and has received numerous letters of commendation and appreciation throughout his tenure. He was selected as Officer of the Quarter for 2006, recipient of the Police Commendation Award, and the DWI Safety Award on three different occasions.

His promotion date is as follows; promoted to Captain (effective) June 4, 2017.

Sergeant Chris Rankin has been promoted to the rank of Lieutenant. Lieutenant Rankin began his career with the Texarkana Arkansas Police Department in June of 1998. During his years in Law Enforcement Lt. Rankin has been assigned as an officer and supervisor in the Patrol Division, Services Division, Special Operations Section, and the Criminal Investigation Division as the Narcotics Supervisor.  He will now serve as the Assistant Commander of the Services Division.

Lt. Rankin has served as a Field Training Officer, Field Training Sergeant, Honor Guard detail as a patrolman, and Honor Guard Sergeant. Additionally, Lt. Rankin served on the Advisory Board, Coordinator for the Explorer Program, as well as the Public Information Officer for the Texarkana Arkansas Police Department.  Lt. Rankin is a long-standing member of the SWAT team where he has served for 16 years and he is currently the Assistant SWAT Commander.

Lt. Rankin holds a Senior Law Enforcement Certificate and a Bachelor’s Degree from Texas A&M Texarkana.

His promotion date is as follows; promoted to Lieutenant (effective) June 4, 2017.

Sergeant Tom Briggs has been promoted from the rank of Detective. Sgt. Briggs began his law enforcement career with the Texarkana Arkansas Police Department in September of 2003. Sgt. Briggs served for 10 years in the United States Army.

During his time with the Texarkana Arkansas Police Department Sgt. Briggs has served in the Patrol Division, as well as time spent assigned as a Housing Authority Officer under the Special Operations Unit, and the Criminal Investigation Division as a property detective.
