B.Proclamation declaring February, 2016 as “Children’s Dental Health Awareness and Prevention Month”. (BOD)
8.CONSENT:
A.Approval of Minutes of the rescheduled regular meeting Tuesday, January 19, 2016. 
B.Adopt a Resolution granting permission to the Twin City Black History Association to hold its 25th Annual Black History Parade on Saturday, February 20, 2016 from 12:00 PM until 1:00 PM. (PWD)
C.Adopt a Resolution granting permission for Downtown First Baptist Church to hold its Danny Stinson 5K Run on Saturday, February 27, 2016 from 8:30 AM until 12:00 PM.
D.Adopt a Resolution authorizing the City Manager to execute a contract for the Concrete Pavement Removal and Replacement Project at the intersection of North Stateline Avenue and Sugarhill Road.
E.Adopt a Resolution for a permanent parade route for the City of Texarkana, Ark.
9.Adopt an Ordinance establishing regulations to control the placement of donation collection drop-off bins in conformance with accessory building standards and to address size, safety features and identification of the bins that collect used clothing and household goods.
10.Consider the following concerning the Microsoft Enterprise License Agreement:
A.Adopt an Ordinance authorizing the City Manager to purchase a three year Microsoft Enterprise License Agreement in an amount not to exceed the annual fee of $34,133.40, with the Arkansas portion being $12,646.42.
B.This ordinance requires an emergency clause: An emergency clause requires a separate and distinct vote of the board and is valid only if there is a two-thirds vote of approval by the board. (Hdbk. Const. Amend 7)
11.Citizen Communication [Agenda Item Card and Citizens’ Communication Card]
A limit of five (5) minutes per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications.  No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival.  Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
12.Executive Session
A.Adopt a Resolution making appointments to various boards, commissions, and committees. [Airport Authority, Historic District Commission, Housing Authority, Personnel Policy Committee, Planning Commission and Public Facilities Board]
