It's a tough situation for police searching for a suspected killer when that person of interest is underage since you can't publically release that information on a juvenile in Texas. In this case, however, a District Judge has ordered the identity of the suspect be released, hopefully making it easier to find him and bring him in. 

A District Judge issued that very court order yesterday, officially authorizing police to release the juvenile suspect's identity. He is wanted in the December murders of Deangelo Handy and Rickalon Young, plus another 17-year-old man was also shot several times in this incident that happened at the Oaks at Rosehill Apartments. The injured 17-year-old was seriously wounded but is now expected to survive the attack.

A Capital Murder warrant for Kevonte Collins, 16-years-old at the time of the shooting, was issued within a few days. Police statement on the Texarkana Texas Police Facebook Page:

Since he was a juvenile when all this happened, he could not be publicly identified in any way. However, the court order yesterday changed that.
We've been looking for Collins since but without any success. We know that he immediately left the Texarkana area and fled to another city. We believe that he might be hiding out somewhere in the DFW metroplex now, but he has reportedly been spotted a few times around here in the last couple of weeks.
