
Texas DPS Updates Driver Licenses and IDs for Texans With Disabilities and Hearing Conditions
New Program Changes Aim to Improve Communication
The Texas Department of Public Safety (TxDPS) has announced updates to Texas-issued driver licenses and identification cards through the Texas Driving with Disability Program.
Working with the Governor’s Committee on People with Disabilities, DPS now allows Texans who participate in the program to have either “Communication Impediment” or the new “Deaf/Hard of Hearing” designation displayed prominently on the front of their Texas DL or ID card.
Previously, the program only offered the “Communication Impediment” option.
Optional Indicators Available for Qualified Texans
The voluntary program is designed to help improve communication between law enforcement officers and Texans who may have disabilities or health conditions that affect their ability to communicate during traffic stops or other encounters.
The updated identification options are intended to give officers additional awareness during interactions while helping Texans better communicate their needs.
How Texans Can Participate in the Program
To participate, Texans must bring a completed Physician/Psychiatrist’s Statement Form DL-101 signed by a healthcare provider, along with the standard documents required for a driver's license or ID transaction, to an in-person appointment at a DPS office.

Drivers can schedule an appointment online through the Texas Department of Public Safety website. Information about qualifying disabilities and health conditions is also available through the Governor’s Committee on People with Disabilities.
