Texarkana Arkansas Police Officer Dakota Easley arrested 21 year-old DeWayne Franklin, of Wheatfield Connecticut, and 25 year-old Jermany Tiswell, of Marianna Arkansas, after discovering 10 pounds of marijuana, 4 pounds of THC oil, and ecstasy during a traffic stop om Tuesday, Feb. 19, at approximately 11:30PM.
