I would imagine it takes years for most law enforcement officers to get them all down, but the importance of getting them right means the difference between a minor offense or traffic stop and a felony accusation.

I'm certainly old enough to remember using some as we communicated with Citizen Band or CB radios running up and down the highways and byways like Smokey and the Bandit. 10-4?
