The investigation began in November 2023 after a state agency alerted the Texarkana Arkansas Police Department (TAPD) to allegations that Carruth had victimized a child. Working closely with the Texarkana Children’s Advocacy Center, Investigator Kristi Kirkwood, and TAPD Detective Corvette Phillips, authorities gathered enough evidence that led to Carruth’s arrest and subsequent conviction.
