
Texarkana Accepting Applications for Home Rebuilding Program
The City of Texarkana, Texas, is inviting low-income homeowners to apply for assistance through the HOME Investment Partnerships Program, funded by the Texas Department of Housing and Community Affairs. The program helps rebuild substandard homes at no cost to the homeowner.
Informational Event Set for November 5 & 6
The Texarkana HOME Program will host a two-day event from 10 AM to 3 PM on November 5 and 6 at the Bowie County Health Center located at 902 W. 12th Street, Texarkana. Each day begins with a 30-minute information session, followed by on-site help for applicants. The application deadline is December 5, 2025, and early submission is encouraged to allow time for review.

Eligible Texarkana homeowners must:
- Live within Texarkana city limits
- Own a substandard home
- Be current on property taxes
- Have a clear title
- Meet income requirements, earning no more than 80% of the Bowie County median income.
The program provides funds to demolish and rebuild homes, with assistance offered as a conditional five-year grant or 15-year forgivable loan.
