So after an unsuccessful search on the internet, I called the experts. Texarkana animal control. After speaking to animal control officer Hendrix this is what he had to say about the number of dogs that are allowed in Texarkana Arkansas:

In Texarkana, Arkansas you can legally own 4 dogs. If you have puppies that are less than 6 months old you are allowed more. But is they are older than six months you will need a breeder's license to have them at your home.

So what about the rest of the state of Arkansas? According to the American Kennel Club site that I have visited the only thing that I found was a proposed bill to make people who won over 12 dogs pay an annual license fee of $250 and if you own over 24 dogs the license fee is $1,000.

Now when it comes to the Texas side things are a little clear. According to the site midogguide.com. Here are the details on the exact number of dogs you can own:

If you live in a single-family home on less than half an acre, the limit is six (6) dogs and/or cats. If you live in a single-family home on more than half an acre, the limit is eight (8) dogs and/or cats.

I have an update on this story. Michelle Daniel with eh city of Texarkana called me with this information for Texarkana Texas:

You are allowed to have a maximum of five animals in Texarkana. It can be a combination of dogs and cats but 5 is the maximum.

So there you have it. Keep in mind that some cities may have different guidelines on how many dogs you own so check with the city you live in to get the exact number of dogs you can own.
