UPDATE: Both Are Now In Custody
The Texarkana Texas Police Department updated their Facebook Page Tuesday afternoon with the good news that Rebecca Cummings has been located and arrested, so both are now in custody. The release didn't specify whether a tip had led to the arrest, but it was implied:

ORIGINAL STORY:
Two people accused of leaving 14 cats to die inside a home on Magnolia Street in Texarkana, Texas, are now facing felony warrants for cruelty to animals, and one of them is already in custody.
According to the Texarkana Texas Police Department, Animal Control officers were called to the residence to check on the welfare of several animals. When officers arrived, they found that after being evicted, the suspects allegedly left 14 cats locked inside the house for nearly a month without food or water. Police say all 14 cats died from starvation.
Rebecca Cummings, 37, pictured on the left below, and Coty Nipper, 40, on the right, were both wanted on felony warrants in connection with the case.
One Arrested So Far
In an update issued at 7:45 PM Monday, police said Nipper was taken into custody thanks to a tip from the public. Authorities are still searching for Cummings.
As with all criminal cases, the charges are allegations, and Cummings is presumed innocent unless and until proven guilty in court.
