Arkansas ICAC Task Force Arrests Two Men on Child Pornography Charges
The Arkansas Internet Crimes Against Children (ICAC) Task Force, working with local and federal agencies, has arrested two men in connection with child sexual abuse material (CSAM) investigations.
The first arrest followed a tip from the National Center for Missing and Exploited Children (NCMEC). On Friday, December 20, the Conway Police Department, along with U.S. Homeland Security Investigations, executed a search warrant at a home on Timberpeg Court in Conway. Officers arrested 45-year-old Matthew Talley, a 911 dispatcher for the City of Maumelle. Talley faces felony charges for possessing, distributing, or viewing sexually explicit material involving minors. He was booked into the Faulkner County Detention Center.
Later that evening, investigators conducted a second operation at the Bryant residence of 58-year-old Michael Riggan, a co-worker of Talley’s at the Maumelle 911 dispatch center. Special agents discovered multiple CSAM files on electronic devices during the search. Riggan was charged with 1,000 counts related to CSAM and taken to the Saline County Detention Center.
The arrests were part of a continuing coordinated effort involving the Arkansas State Police ICAC Task Force, Bryant Police Department, and Saline County Sheriff’s Office. Authorities emphasized their ongoing commitment to identifying and prosecuting those involved in crimes against children.
These two men are accused of these crimes and have not yet been convicted in a court of law.
