
Arkansas Man Sentenced to 90+ Years in Child Exploitation Case
A Clark County man has been sentenced to 90+ years in prison after pleading guilty to multiple charges related to child sexual abuse material, including the use of artificial intelligence (AI) to create exploitative images.

On Friday, August 15, Ethan Tanner Fagan, 33, of Amity, Arkansas, entered guilty pleas in Clark County Circuit Court. He was sentenced to:
- 90 years for 30 counts of possession of child sexual abuse material (CSAM).
- 10 years plus a 15-year suspended sentence for the production of CSAM.
- 6 years for promoting that obscene material.
How the Investigation Began
The case began on April 27, 2024, when the Arkansas State Police Internet Crimes Against Children (ICAC) Task Force, along with the Clark County Sheriff’s Office, launched an investigation after receiving a tip from the National Center for Missing and Exploited Children. Agents discovered both traditional CSAM and AI-generated images that depicted real children and adults from Clark County and surrounding areas.

Federal Support in the Case
The FBI’s Cleveland field office also assisted, uncovering evidence of image exchanges between Fagan and a contact in Ohio.
Law Enforcement Response
Authorities said the case reflects the growing challenge of combating child exploitation as offenders turn to advanced technologies. Arkansas State Police (ASP) officials emphasized that law enforcement remains committed to pursuing offenders using both traditional and emerging methods.
Clark County Prosecutor Dan Turner praised the ICAC Task Force for its work, adding that cooperation among agencies was key to securing the conviction. He said the outcome should serve as a warning that Clark County will aggressively prosecute crimes involving CSAM and AI-driven exploitation.
